Part of Podcast advertising operations: a delivery plan
Check podcast advertising team roles before you book a campaign
A listicle of the podcast advertising team roles a buyer or agency should staff before booking inventory, with an eight-role staffing sequence and ownership gaps.
What to take away
- Decide which duties you will hire for, contract or outsource before the next booking cycle.
- Podcast advertising team roles fall into four ownership blocks: commercial, planning and buying, production, and measurement.
- In England, business and consumer rules apply to agency and advertiser conduct, so compliance needs a named owner.
- Measurement is usually the first gap to fill, because unmeasured delivery cannot be defended to a finance director.
- Staff roles against your booking calendar and write the handovers down.
Set the inclusion criteria first
A role counts here if it owns a recurring task, has a named deputy and appears in your booking calendar. Job titles alone do not qualify.
Geography matters. Scotland, Wales and Northern Ireland differ on some advertising and employment rules, so check which regime applies to each contract. The GOV.UK guidance for businesses is the starting point for compliance context.

Where English teams usually break
The first break is one person holding planning, buying and measurement. That person negotiates the price, then grades their own delivery. Split the duties even when one contractor performs them.
The second break is treating production as admin. Host-read slots need approval time, and a late script delays the calendar. Give production an owner who can reject a brief.
Two ownership pairs that need writing down
Podcast media planner and audio measurement analyst
The planner promises reach; the analyst defines how reach is counted and when it is reported. Agree the definition before booking and record it in the plan. Our podcast advertising operating workflow in England shows where that handover sits in a live cycle.
Two ownership pairs to document

- Failure if undocumented
- Disputed report
Buyer and compliance

- Unbudgeted rework
Audio media buyer and brand safety lead
The buyer wants the slot; the compliance owner checks disclosure, consent and data handling. Neither should overrule the other without a written reason. Small teams should contract this role rather than skip it.
When neither pair is documented, the failure surfaces late, usually as a disputed report or unbudgeted rework. Write one page per pair: inputs, outputs and escalation.
Size the team to the calendar
Count booked slots per quarter, then map each role to the hours it consumes. Four host-read slots a quarter may need fractions of five roles rather than five people.
Demand for online audio depends on how many people can reach it. The ONS home internet and social media usage data is the reference point for digital access assumptions behind an audience case.
Budget lines to attach to each role
Give every role a cost line, even internal ones: salary or contractor fee, tools, training and cover in one view. The IPA Bellwether report tracks marketing budget trends, including audio advertising, and is useful when you argue for headcount.
A role with no budget line is the first duty dropped when a campaign runs late. That is how compliance and measurement gaps appear.
Document the handovers
Write one page per role: inputs, outputs, decision rights and deputy. Store it where the buying team can see it during a live campaign and review it when you change networks or formats.
The wider operations picture, including sequencing and quality checks, is in our podcast advertising operations and delivery guide. Read it before finalising the structure, because role design follows delivery design.
Common questions
Do I need a dedicated compliance owner?
Yes, as a named duty even if it is a fraction of someone's week. Business and consumer rules apply to agency and advertiser conduct in England, so someone must evidence the checks. A contractor can hold the brand safety and compliance lead role.
Can one freelancer cover planning and buying?
They can cover the tasks, but keep measurement separate. Otherwise the same person sets the target and reports against it.
How many roles does a small advertiser need?
Four duties at minimum: commercial sign-off, buying, production approval and measurement. Two people can hold them if each has a named deputy.
